[cvsnt] CVSNT Template Issue

I am running CVSNT on a Red Hat Linux server.  I am trying to add a log 
template to my repository. 

The rcsinfo file contains:
DEFAULT /opt/cvs/repo/CVSROOT/logtemplate

The logtemplate file contains:
YYYY:MM:DD HH:MM (<message type>): <program name - function name> 
<program version>: <initials> - <message>

When I checkout a module, the only thing that appears in the 
CVS/Template file is the character "Y" with noeol.

I'm stumped on why this is happening.  Anyone have any suggestions?
