I will certainly look into this. However, I would expect a great number of
other applications, maybe even IE to have problems also. I'm using IE to
view web pages, Outlook Express to view this newsgroup, FTP to download
files, etc. Wouldn't those also be affected?

It's apparently a client LSP (Lightweight Streaming Protocol, a
stream-over-UDP transport) implementation used for 3G mobile broadband.
It appears to do on-the-fly compression, which apparently conflicts with
all sorts of applications. Also, judging by the first few Google hits,
it deals poorly with network reconfiguration, so it wouldn't surprise me
if it's causing problems here.
Apparently uninstalling and reinstalling it sometimes helps. Directions
are available online; search for "Venturi LSP".
