[cvsnt] cvs [2.5.03.2382] admin -s fails

Tony and others,

I've been trying to use cvs admin to change the state on some files.
2.5.03.2382 (linux) as both client and server.

I'm getting this:
$ cvs -ttt admin -sKEWL test.c
