[cvsnt] CVSNT Control Panel not working

Ok, I now tested the cvsnt.cpl file in all of my saved cvsnt version
folders. In *all* cases the respective control panel started just fine
without any local file....
I tested with 2.0.51d and the 2.5 builds 1976, 2025, 2040, 2048, 2214
