No.

Down payment?  lol.  Go and read up on how opensource works.

cvsnt has hooks so you can write your own proprietary code and 
sell/support it if you like.. that's why all the interfaces are LGPL.

OTOH Anything that goes into the GPL core goes in for everyone to use or 
not at all.
