It's an old and AFAIK unsupported version. Dowload 2.5.03. It will work with 
WinCVS, just set it to use the new executable.

If you want to try a "real" situation, you should setup a repository with 
the CSVNT control panel applet, then connect via a "server" protocol, i.e. 
sspi.
