[cvsnt] why does CVS.EXE move around

He's trying to fix the old "control panel will not start" problem caused by DLLs in the search PATH.

Because they are not stable?

I am trying to get my kazillion patches in shape so I can commit them and build a new installer.  If when that turns up the custom insall still doesn't work please send me a reminider.  Hopefully this will remind me:
