[cvsnt] Corrupt history file

a) the "fix" is to use Audit - history is already working as documented.

b) I've proposed a change to history based on recent code discovered in CVS 1.11.17 that may improve its reliability.  

c) If the history change doesn't create any undesirable side effects it'll go in to the next testing release of 2.5.04.
