[cvsnt] Problem with tags- val-tags: Permission denied

Server: Win2003-  Concurrent Versions System (CVSNT) 2.5.03 (Scorpio)
Build 2260 (client/server)
Client: Win XP Pro-  TortoiseCVS 1.8.28

Basic CVS operations (Commit, Add, Remove, Release) all work OK
CVS tag results in:

What is the problem?  What do I need to do to fix it?  Is it just a
matter of permissions on that file on the server?  Is there a way to
avoid it for new repositories?
