[cvsnt] Changing Commit Dialog

That is a big part of it, but cvs can't know what parts of the template
are required and which are optional.  That is why you need a script to
read the template.  Once you read the template, you can then decide if
the commit should be allowed.  

Here is a pseudo example:
	read command line and dump it to an array
	read the array and test for required elements
	if required elements are found then exit with 0
	else exit -1 with a message that required elements are missing.
