[cvsnt] cvsnt not working outside program directory

XP Home is not suitable for running a CVSNT server.
But if you are going to use it *always* from the *same* PC (that is, 
your laptop), using the :local: protocol MIGHT work:
SET CVSROOT=:local:d:\dev\cvs

(d: is NOT a network mapped drive, ok?)
