[cvsnt] Changing Commit Dialog

I think ( I am not positive) that verifymsg scripts execute first and if
they exit with a zero, then the commit succeeds and commitinfo and
loginfo scripts then run.  Someone with more experience than myself can
respond and correct me if I am wrong.
