[cvsnt] Bug? VerifyMsg

Update: I was testing a little bit more. I notice that if I enter at
least one of the two mandatory criteria it doesn't complain about the
syntax of the script in the commitinfo, but it prints to the screen what
is in the verifymsg script. If I enter both, it commits just fine like I
want it. In the end though if I don't have both of the criteria there it
don't update the revision in the repository, but it still fires off the
script in the commitinfo file and creates the xml document that we use
to pull information out to send out in an email.
