[cvsnt] Stable Version

I downloaded 2.5.04.2442 and tried running an upgrade over my current
version. For some reason it isn't acting like the other installs.
Usually it asks you for a restart, but this .msi does not. So I ended up
restarting it on my own. When it boots back up I try to get into the
CVSNT Control Panel and I get a pop up that says: Cannot find
application loader, please check your installation.  I ended up doing a
repair and restarted again and I get the same error. I have even tried
installing this from scratch by getting rid of my first working CVSNT
Server.
