[cvsnt] Not able to create CVS Repository Using WSAD

Your administrator has restricted the use of the account you're using in 
some way.  The error does not come from CVS, but from the OS that is on 
the other machine.  Probably best to talk to them about getting it 
unrestricted or authorised for use with WSAD.
