It looks like you are working directly in the repository...what is BAD. Never,
ever, work directly in the repository... always work in a sandbox.
Either use cvs rchacl to set the ACLs remotely... or checkout the modules into
a sandbox and then in the sandbox cvs chacl as required.
Oh, and calling CVSROOT /home/cvs looks wrong... normally you would use cvsnt
to alias the physical root in the RepositoryXName parameter
in /etc/cvsnt/PServer

help before me, etc.)
