As a developer local mode is good for testing, but other than that I 
agree with you...  for any normal use it should be on a server protected 
so that only admins can make any of the serious changes.

evs doesn't have an admin command... if it does sprout one it'll be a 
module that's part of the web administration not part of the command 
line.  Of course people are free to delete revisions if they have admin 
access to the database (although getting it right isn't necessarily 
trivial) personally I'm more inclined to build in controls at the server 
level to make the operation unnecessary (ACLs that say only certain 
users can commit .exe files for example).
