[cvsnt] Corrupted kopt values

How and when did these corrupt versions get into the repository?  Which
client (including the exact version)?  Which command?

I've seen comments from years ago that "cvs import -kb " could do this
with cvsnt 2.0.58 client, but that was a long time ago.
