Did a few tests, and:

1) :local: works without crashing now, but I still get the 'Couldn't
open default trigger library: No such file or directory' warning.

2) I have previously reported that 'cvs edit' did not like a file with
an apostrophe in its name, but it's actually worse now - you cannot even
add such a file:

D:\mytest\sandbox>cvs add "a'postrophe.txt"
cvs add: Couldn't open default trigger library: No such file or directory
XML error at line 0: Invalid predicate

XML error at line 0: Invalid expression

Unable to evaluate xpath expression 'file[@name='a'postrophe.txt']/acl'
cvs add: scheduling file `a'postrophe.txt' for addition
cvs add: use 'cvs commit' to add this file permanently
