What I had to do to get arround it was copy my entire /usr/lib/cvsnt path and contents to the root of my chroot jail (symbolic links resulted in a similar error). Surely this isn't the correct way to fix this. Does someone know of a better method?

A chroot must contain all the files required to execute within the
chroot - a stripped down OS basically. If you're using triggers etc.
then you'll need enough environment to run those.
Hard links work, symlinks obviously don't because the target locations
no longer exist.
