[cvsnt] Read only checkout issue with "rcs-permissions-tag"

Hi all,

Have a problem with some files getting checked out into a read only state.
It looks like there is a keyword "rcs-permissions-tag" in the repository
file that cvs is using to set the permissions.  Does anyone know how this
keyword is set?  It has a value of 666 in some files and they work ok.
Other files have a value of 050 and these get checked out as read only.
