[cvsnt] How to invoke internal mailer

to_user is for notify so that mails get sent to the watch list.  It 
doesn't make sense on tag emails because they don't have any kind of 
destination user to send to.  If you want it to send to multiple users 
setup a list on the mailserver and send to that list.
