[cvsnt] CVS RTAG not working

Question, if permissions were the issue why is it that I can use cvs tag just fine ( for tagging or brnaching)?

 One thing that may be adding to my problems with tyring to diagnose this problem is we are trying to implement WANdisco for replication to a remote server.

My laptop does not have the space to move the entire repository for testing but I will try smaller pieces of it.

The rlsacl command should only take a few seconds to run, something is
obviously wrong with your server setup.

Since you've now setup a server on your laptop for testing I suggest you
copy down the 'Root' module to their and re-run your tag tests there -
if they work then you know you've got work to do on the server
(initially upgrading to 2.5.03 may help - but you'll have to debug
what's causing all these errors with permissions).
