How did you create the CVSROOT/passwd file?  Did you use 'cvsnt passwd -a' or did you create it using a different method?

I haven't checked lately but those pages *should* state that the cvsnt newsgroup is the place to report bugs - actual patches are better sent to the lower volume cvsnt-dev newsgroup since the developers pay more attention to cvsnt-dev and can provide specific guidance on technical problems with specific patches.  It's not a hard and fast rule, and there is no need to re-post.
