You'd need to be doing this for at least 10 years for it to even begin
to have a noticable effect, and the impact would be mostly on the time
taken to create new tags/branches not on checkout or commit.  In 2.5.04
I think we've already applied a user's patch to significantly speed up
branches when there are already 10,000 branches.
