[cvsnt] Switch to user failed due to configuration error

Don't do this - at least not until you get it working first.  It is a
very very very very advanced option for the paranoid.  CVSNT Server
always runs as the user you are logging in as (as soon as it works out
who that is).

> Location = C:/cvsRoot/2009
> Name /2009

The name 'CVSROOT' (and 'cvsRoot') is a reserved word (as is 'CVS') try
to avoid it.
