Check if the user has a hardcoded CVS_SERVER environment variable and
exactly what the CVSROOT of the sandbox is that they are using.  Does
the error occur on a freshly checked out sandbox?  If none of that helps
then blow away the linux side login scripts / rc scripts.  It's
definitely in the users environment...
