[cvsnt] locking service does not start

If 'cvslock -v' or 'cvslock -test' wont run there has been a catastophic
failure - something is very very wrong with your server.
Occasionally this sort of thing is seen with messed up dependencies (eg:
iconv.dll in c:\windows\system32).
