[cvsnt] import command - and comments

Hi Mike,

You can either specify the CVSROOT on the command line (cvs -d 
:sspi:cvs-server:/repository) or set the CVSROOT environment variable (set 
CVSROOT=:sspi:cvs-server:/repository).
