[cvsnt] cvs import failure on windows server 2003 sp 1 with cvsnt2.5.04

On the server enable 'clients are allowed to trace server' and then
trace the import - the server is probably crashing someplace.  Send just
the last few lines of the trace to the mailing list along with the CVSNT
client/server versions and Client/Server OS versions.
