Log message:
	[Bug 3] Massive bug squash on rcs code.  It no longer leaks like a sieve, more like
	a swiss cheese :-)

	Fixing this is like playing a game of Whack-a-mole...  Fix one bug and four others
	pop up to replace it.

	It actually works but blows up on the way out of a commit so it's not done yet.

	[Bug 3] Finally got RCS behaving itself, at least as far as I can tell.  Probably need
	to work out some kind of test script to stress it, though.
