[Cvsnt] cvsweb: Error: Failed to spawn GNU rlog on......

I am trying to install CvsWeb. Following is the
environment I am working in
WIN2k
IIS
CVS server for NT 1.11.1.3

I have configured the cvsweb.conf and the cvweb.cgi
file  and am also also able to browse the directory
structure of my database, BUT any directory that has a
(RCS) file inside ouputs the following error message

Error: Failed to spawn GNU rlog on
'c:/cvs/ExerciseRoot/exercise/100027/src/main.c,v,
c:/cvs/ExerciseRoot/exercise/100027/src/NewCvsFile.txt,v'
did you set the $ENV{PATH} in your configuration file
correctly ?

I have rlog installed from the rcs distribution
referred by 'devguy'. I tried rlogging the files
separately from the command prompt and got the
following error message, though the RCS file has an
entry for the author field on line number 14.

C:/cvs/ExerciseRoot/exercise/100027/src/main.c,v:14:
missing author
rlog aborted

What is wrong in my setup ?
