[Cvsnt] cvs [passwd aborted]: Couldn't connect to named pipe on remote machine: Error 1231

Guided by the installation instruction InstallCVSNT.html i came to
number 9 and failed with the error as written in the subject.

The cvsroot is set to
set cvsroot=:ntserver:localhost:/TEST

and the message written in the subject i got when i type on the cmd.
cvs passwd -a myusername

I am sure that the server is running.
Can anyone give me some suggestions or ideas for what at least look on
my system to add a user the test repository and to start some trials?
