[Cvsnt] Where is the document of CVSNT? :cvs [server aborted]: Only administrators can add users

Hi!
I am searching google since days for the explanation of the following
error message.

C:\home\wolski>cvs passwd -a wolski
Adding user wolski at nb-wolski
New password: ********
Verify password: ********
cvs [server aborted]: Only administrators can add users
cvs passwd: invalid data from cvs server

Can anyone explain why i cant use users to an repository even if i have
administrator right on my windows 2000 box?
