[cvsnt] Another LOCK FAIL

When I try to update the ignore and wrappers files, I get:

cvs commit: saving log message in C:\DOCUME~1\vawjr\LOCALS~1\Temp\cvs1B4A.tmp

This is from both a remote machine AND the local machine on which the 
repository exists.
WHY does it want a lock on modules,v ??
