[cvsnt] BUG: Ampersands STILL not handled correctly in 2.5.01.1927

Actually, we are running 2.0.51.d at the moment. It turns out that 2.0.58.d
has the same ampersand handling bug, which basically means that if

- you use "cvs watch on"
- you have filenames containing '&'

then you cannot use any CVSNT version from 2.0.58.d or newer.

Unfortunately, older versions are no longer available, which basically means
that you are screwed if you are trying to set up a new server.
