All of the below done in a test sandbox:

F:\Test\ImportTest251>cvs update -r 1.1 Testfile.txt

Now the file shows up with revision 1.1

F:\Test\ImportTest251>cvs update Testfile.txt
U Testfile.txt

Now the file is at HEAD

F:\Test\ImportTest251>cvs update -r TstStickyTag Testfile.txt
U Testfile.txt

File now updated to tag

F:\Test\ImportTest251>cvs update Testfile.txt

Nothing happens, the file stays at the symbolic tag.
