[cvsnt] Updated Installation tips for CVSNT on Win2003 server

I have now updated the old installation tips page and moved it to the
server where the Innosetup download is located. The URL is:

THis describes an installation of the CVSNT 2.5.03.2148 server on a
Windows Enterprise Server 2003 with SP1.
It also describes the basic configuration of the server as well as CVS
user management with pserver, sserver and sspi protocols.

I hope that it will be of help to those that are having problems with
W2003 and installing CVSNT there.
