On a command prompt type this:

cvs --ver

Then paste the result into a reply here.

Also type
path 

and paste the result in your reply.

I suspect that you have more than one cvs.exe on your path and that
the wrong one is used when you use the command line. WinCvs has a
setting to define exactly which cvs.exe to use so it will be better
off than the command line.
