[cvsnt] MSI installer error for custom install

Building from source is easy enough and doesn't require any of these 
tools.  It's running the entire release process through to creating the 
msi that requires a static build environment.. there's no reason of 
course that someone couldn't rewrite all that from scratch without any 
of my scripts.
