I told you I do not believe it is related to your issue. It was just an
advice.
Sure it works fine... ;-) Less security means less problems to access
anything also... for you and *anybody* else.
For example:
1) A malicious user gets access to the machine as a limited user (a
vulnerability, a trojan, whatever).
2) Because executables are not protected, it can substitute an executable
which is run with high privileges, say a service that is run with the local
system account, or any executable just waiting for it to be run by a user
with admin privileges.
3) You get your machine totally compromised.
That's why Windows is unsecure. Many users make it totally unsecure,
bypassing that little security Microsoft set. If you are a webmaster as your
nick implies, I'd revise my security policies - of course IMHO.
