You cannot run the SERVER and have this enabled.

It's got known security issues and bugs. That's my definition of "it
doesn't work"..

I understand the "need to vent" - but this list is contributed to by
people who work very hard for no gain, who would much prefer to spend
their time with friends and family than listening to you abuse their
work, their morals and their competence.  In future just skip all that
"venting" and just ask the question "I do this, but this unexpected
thing happens.  Does someone have any advice for what else I could try
doing?".

I'll answer that question:  The control panel needs to be ran as a
windows administrator.
