[cvsnt] Register comments on commit

Hi,  when users commit files in server there are some rules for validate 
like extensions, filenames in lowercase...
But i don´t know how to force write comments in file...
My commitinfo.pl is  plain:
ALL  perl  $CVSROOT/CVSROOT/commitinfo.pl $USER
In commitinfo.pl , only values that i fetch are user, file and folder...
How i force user wirte comments on files to will be commited??
