Might be, but then I am not the only one:
https://sourceforge.net/tracker/?func=detail&aid=1764797&group_id=48103&atid=451972
I am a local administrator on the machine, BTW.

Well, it has:
http://customer.march-hare.com/webtools/bugzilla/ttshow_bug.cgi?id=5010&tt=1
(me)
https://sourceforge.net/tracker/index.php?func=detail&aid=1801738&group_id=48103&atid=451972
(someone else)

I mentioned it because a TortoiseCVS user reported it:
https://sourceforge.net/tracker/index.php?func=detail&aid=1788075&group_id=48103&atid=451972
BTW, you would be surprised what characters sales people like to put in
filenames - apostrophes are by no means the strangest one.
